markusro 1fb56e20f9 fix serialization of numpy scalars in job XML under numpy 2 ...

numpy 2 changed repr(np.float64(1e-06)) to 'np.float64(1e-06)', so values
taken from lin_range() ended up unparsable in the job file: the result
script failed with "could not convert string to float". Description items
and state times are now converted to builtin types before writing.
